When his family is killed in a drive-by shooting, Robert Sikes (Steven Seagal, Above The Law), a former special-ops operative, vows to rid his city of every last criminal. • Total waste.

When a police office yells, "Officer needs help.", I'll give this movie a star. The police in this movie are displayed terrible. The news anchors in the movie look like their reading from the script. None of the actors can seem to resist the temptation to overact. Quite honestly I would pay more money to get rid of this trash than to watch it.
  • Dreadful low budget nonsense!

Watching Steven Seagal in this is painful, the merest shadowy glimpse of the great action star he once was. Corny, caricature performances, most of the 'actors' look as if they are over-auditioning and trying to turn a line like "Captain there is a call for you" into the payoff line that ends the movie. A ridiculous plot that ties itself in knots and a budget that must have been lower than most movies spend on photocopying. The guy who edited the trailer into something that looked like it was worth me spending $6.99 on deserves an Oscar!

Don't bother: It's a dull and boring B-Movie. I watched only about 30% of it and then I turned it off.
